KDM’s Twenty-Three Years in the Vineyard – The Opportunity Economy is Now Ready to Harvest What Works for Small, Emerging Innovators, Entrepreneurs, and Minority Businesses

August 21, 2023

I was gifted with a $15,000 check from my late mother, Delphine Moore, a former business partner. I vividly remember the day we had lunch at an IHOP in Freehold, New Jersey. Three months later, I started what is now known as KDM & Associates, LLC.

After 23 years of leading this Business Development, Government Affairs, and Public Relations firm, KDM has truly found its footing in the field of government contracting. Over these years, we have built authentic relationships, developed a "go-to" Rolodex, and gained deep insights into public policy. KDM has essentially earned a “Master’s degree” in public policy and a “PhD” in understanding that where there is policy, there is profit.

Leading the nation's only Department of Commerce - MBDA Federal Procurement Center under bipartisan legislation has provided us with the opportunity to help advance Executive Orders that are propelling the nation’s Minority Business Enterprises (MBEs) to greater heights in growth and revenue expansion.

Reflecting on the past 23 years, one consistent belief stands out: none of us needs to fail for all of us to succeed. If we embrace this mindset, then government contracting becomes not just an American initiative but a showcase to the world of who we are as small, emerging, and Minority-owned businesses. These organizations are the backbone of our economy and the true heirs of democracy.

On behalf of procurement equity, equitable opportunities, and a unified strategy to advance technology and deliver solutions that work, I look forward to continuing this journey with KDM & Associates.

August 21, 2003, KDM was formed and established its first office in the Prince George County Economic Development Center. With a $15,000 gift from his mother, Delphine Moore, Keith Moore founded KDM & Associates. All Hail to Madame Moore. We acknowledge her investment into Keith’s dream of helping Minority businesses succeed.

KDM and RSIS distributed Press Release announcing Decision to Work Together Towards RSIS Achieving $1 Billion in Annual Revenues

On January 8, 2004, KDM & Associates LLC, a New Jersey-based firm specializing in business development, government affairs consulting, and public relations, signed a two-year agreement to provide services to RSIS. Keith Moore, the Founding President, described this contract as a defining moment for KDM, comparable to their success with the DOE in 2003. "We are fortunate to help RSIS grow into a billion-dollar enterprise," said Moore. KDM's focus will be on expanding RSIS's presence in new markets, including the Department of Defense (Army), and strengthening their position with the DOE, DOC, GSA, other government agencies, and private sector customers nationwide.

2009 - 2011: Launch of Open Government TV

KDM & Associates: 23 Year Journey of Success

KDM launched “Open Government TV,” the first internet TV program focused on providing media content related to President Obama’s Open Government initiative

Founded in 2009, OGTV was created with an empowering mission that began the day before President Obama's historic inauguration. Keith Moore and KDM hoped this period would become a defining season for OGTV, for the audiences they aimed to serve, and for their partners. OGTV's mission was to expand opportunities for the underserved and underrepresented, enhancing their ability to contribute positively to a better world, and to showcase these opportunities on our internet media platform. Over the past six years, we have witnessed the empowerment of countless individuals as a result of our work. Our efforts will continue to be driven by a deep appreciation for global leaders and icons like Nelson Mandela, alongside a strong understanding of U.S. government policies and the procurement opportunities they create.

Media Moves STEM in America and Beyond

KDM launched "Media Moves STEM in America and Beyond," collaborating with agencies like NASA and HBCUs such as North Carolina A&T.


KDM also conducted an interview with Congressman Hank Johnson about his bill to stop the militarization of local law enforcement agencies.

KDM shares A 2014 Year in Review

As 2014 ends, OGTV and its team express gratitude to their audience and outline their vision for 2015. Celebrating their 45,000 Twitter fans, 10,000 Facebook followers, and 50,000 Google Plus subscribers, OGTV reflects on a year of success, strategic partnerships, and growth in STEM initiatives. Key moments included interviews with Sheila Johnson and Reverend Jesse Jackson. Looking ahead, OGTV aims to continue promoting economic restoration, justice, STEM education, and diversity while thanking their dedicated video team for their contributions.

2015 - 2020: Addressing the STEM Diversity Gap

Reflections on Open Government TV

As the Founder of Open Government TV (OGTV), an internet TV program, Keith Moore traveled to the Virgin Islands, Historically Black Colleges and Universities across the country, NASA Ames, the Federal Reserve, and Birmingham, Alabama, with Secretaries Duncan and Castro from Education and HUD on a "My Brother’s Keeper" outreach tour. These journeys were driven by a commitment to public policy, a vision, and a dream to engage, educate, and empower.

Alicia Keys Calls Mom Carol a hero on CNN for her work!

On CNN hero's show, Alicia Keys announced that the founder of Ikageng, an Armabrand Partner, is her hero. The launch of the Dawn of New Leadership In The African Diaspora, established as an official Obama Administration Inaugural Committee event, and brought to us over 125 students and parents from Prince George’s to learn about Africa, and to expose selected Armabrand’s Students of the Year. The seed event was designed to start building linkages between South Africa and United States government agencies, federal representatives, and private business organizations. The historic Inaugural experience was documented by a South African Broadcast Corp news correspondent official staffer.

In 2022, KDM partnered with Hispanics in Energy (HIE) to establish a groundbreaking Memorandum of Understanding (MOU) with the MBDA Federal Procurement Center (FPC). This agreement allows HIE to refer member companies to the FPC for support in securing federal prime and subcontracting opportunities. The FPC will assist HIE member companies, including SDVOSBs and VOSBs, with government contracting, provide technical assistance, and facilitate strategic teaming to respond to solicitations for HIE members who become FPC clients.

2024 Year: Leading the MBDA Federal Procurement Center

Under KDM’s leadership, the MBDA Federal Procurement Center now manages approximately 400 MBE clients and continues to expand. These clients span various NAICS codes and include numerous MOU partnerships and over 14 Shared Outcome Agreements (SOAs), successfully achieving key objectives over the past three years.

CADA ENERGY LLC

We are excited to report that Carbon Asset Developer Associates (CADA) Energy LLC has been awarded a $157 Million dollar contract with the Defense Logistics Agency starting on May 1, 2024.  The OSDBU connected CADA Energy with the Minority Business Development Agency (MBDA) Federal Procurement Center at our 2023 DOE Small Business Forum & Expo in New Orleans.  Additionally, the OSDBU facilitated several Capability Meetings with CADA Energy to share DOE small business resources and help advance their award pursuit.  CADA Energy offers climate finance opportunities under the Paris Agreement’s Article 6 offset markets.  As both a project developer and contractor, it provides a value proposition which earns its customers project equity and operating revenues.  CADA is globally diversified and operates through its investments in over thirty-five countries.  Thanks to the MBDA Federal Procurement Center for sharing this small business success story.

Mid-Atlantic Clean Hydrogen Hub (MACH2) & Appalachian Regional Clean Hydrogen Hub (ARCH2)
