Nzinga Tull serves as a Chief Systems Engineer.  She received a B.S. Degree in Mathematics from Spelman College in Atlanta, GA and a B.S. Degree in Mechanical Engineering from the Georgia Institute of Technology.  She also received an M.S. Degree in Systems Engineering from the University of Maryland at College Park.  Kimathi Tull serves as a Chief Electrical Engineer.

Small Business Procurement Scorecard Overview

Ensuring Accountability and Progress in Federal Small Business Contracting

The annual Scorecard is an assessment tool to (1) measure how well federal agencies reach their small business and socio-economic prime contracting and subcontracting goals, (2) provide accurate and transparent contracting data, and (3) report agency-specific progress. The prime and subcontracting component goals include targets for small businesses, small businesses owned by women, small disadvantaged businesses, service-disabled veteran-owned small businesses, and small businesses located in Historically Underutilized Business Zones (HUBZones). Every year, the SBA works with each agency to set their prime and subcontracting goals, and their grades are based on the agreed-upon goals. Each federal agency has a different small business contracting goal, negotiated annually in consultation with the SBA. The SBA ensures that the sum total of all the goals meets the 23 percent target for the federal government, as well as the socio-economic goals established by statute.

The story of Jackson and Tull begins in Washington, DC in the Spring of 1974. The company was co-founded by two friends, Frederick Jackson and Knox Tull. The late Frederick Jackson, P.E., R.A. (born in 1928) was raised in Washington, DC. He received a Bachelor of Architecture degree from Howard University in Washington, DC. Mr. Jackson had the rare distinction of being a registered professional engineer (P.E.) and a registered architect (R.A.) both by examination.

DOE SMALL BUSINESS SHOUTOUT

We are excited to report that Carbon Asset Developer Associates(CADA) Energy LLC has been awarded a $157 Million dollar contract with the Defense Logistics Agency starting on May 1, 2024. The OSDBU connected CADA Energy with the Minority Business Development Agency (MBDA) Federal Procurement Center at our 2023 DOE Small Business Forum & Expo in New Orleans. Additionally, the OSDBU facilitated several Capability Meetings with CADA Energy to share DOE small business resources and help advance their award pursuit. CADA Energy offers climate finance opportunities under the Paris Agreement’s Article 6 offset markets. As both a project developer and contractor, it provides a value proposition which earns its customers project equity and operating revenues. CADA is globally diversified and operates through its investments In over thirty-five countries. Thanks to the MBDA Federal Procurement Center for sharing this Small business success story.
