Introducing the MBDA Federal Procurement Center Tiger Team: A Federal Contracting Powerhouse for Minority Businesses and Our Commitment to A Total Team Approach

Washington, D.C. – September 27, 2024 – The Minority Business Development Agency Federal Procurement Center (FPC) proudly unveils its Tiger Team, a specialized task force designed to help Minority Business Enterprises (MBEs) secure more Federal contracts, create jobs, and boost their presence in the Government marketplace. The Federal

Procurement Center Tiger Team is a collaborative powerhouse, offering executive-level expertise across critical areas such as business development, proposal writing, Federal compliance, and marketing strategy. With this initiative, the Federal Procurement Center Operated by KDM & Associates, LLC, reaffirms its commitment to driving economic growth for MBEs, which aligns with the core mission of the U.S. Commerce Dept.’s Minority

Business Development Agency (MBDA).

The Tiger Team is a timely and strategic response to the growing demand for Federal contracting expertise among small, emerging MBEs. As the Federal marketplace becomes more competitive, MBEs need more than just access to opportunities—they need in-depth, specialized support to navigate the complex requirements of Government procurement.

This newly assigned Tiger Team provides tailored guidance to ensure that small, emerging, and Minority businesses not only compete, but thrive.

Keith Moore, Operator of the Nation’s only MBDA Federal Procurement Center and owner of KDM & Associates LLC, emphasizes the importance of this initiative: "The Tiger Team is a game-changer to serving our mission at MBDA. We are providing the highest level of Federal contracting expertise to give Minority businesses the tools they need to succeed.

This team represents the best of the best-in-class Government contracting experts experienced in key sectors, and I couldn’t be more excited to see the impact it will have on both our MBDA clients and the Government agencies with which we partner and

collaborate in Fiscal Year 2025 and beyond." The Tiger Team brings together industry experts across multiple domains, each dedicated to driving success for FPC members.

Oscar Frazier, Director of Programs and Business Development and owner of nDemand

Consulting Services Inc., highlights the team's collaborative focus: "Our mission is simple: to equip small, emerging companies and MBEs with the expertise they need to win Federal contracts. We’ve assembled a diverse team of Federal contracting professionals who can provide strategic, hands-on support that will directly contribute to creating jobs and driving growth for our members."

The Tiger Team’s goals are clear: to provide actionable Federal contracting insights that lead to job creation, job retention, and awarded transactions, while advocating for fair access to opportunities for MBEs. The Director of Business Development and Capture

Support, Miranda Bouldin, owner of LogiCore Corporation, elaborates: "This is about more than just helping businesses compete—it's about helping them win. We are laser-focused on business development and capture strategies that will open doors for MBEs to secure Federal contracts and long-term success."

Peter Vazquez, Branding & Marketing and Veteran Support Services SME, and owner of Brand Echo Media Solutions, adds: "Visibility is crucial in the Federal space. Through our branding efforts, we’ll ensure that MBEs stand out and are recognized as valuable partners in Government procurement. We’re here to elevate their profiles and open up new opportunities for growth."

Pamela Ramos-Brown, Shared Outcome Agreements & MBDA SME, and owner of Be Wealthy with Pamela LLC, emphasizes the strategic partnerships at the core of the Tiger Team’s mission: "We’re committed to helping MBEs form the MBDA Shared Outcome Agreements that are critical to their success. Collaboration between businesses and agencies is key, and our goal is to foster these relationships to ensure mutual success."

Additionally, the Federal Mentor-Protégé and Defense SME, Charles Sills, President & CEO of the American Defense Alliance, stresses the importance of defense contracting for MBEs: "The defense sector presents significant opportunities for small business owners

who are emerging and are MBEs. Our focus will be on helping businesses navigate the complex defense procurement process and develop lasting partnerships with the

Department of Defense and its component commands and acquisition authorities."

Legal support is another critical component of the Tiger Team’s offerings. Olandan Davenport, Legal Advisory SME and Attorney at Henry Terrell and Associates, PLLC, explains: "We’ll provide legal guidance on Federal contracting laws, ensuring that

businesses remain compliant and avoid costly mistakes. Navigating legal intricacies can make or break a contract, and we’re here to ensure that MBEs are well-prepared."

Financial health is also a priority for the Tiger Team. Joan Davion, Pricing & Accounting SME and CEO of the Davion Group, underscores the importance of proper financial management in Federal contracting: "Pricing and financial management are foundational

to winning Government contracts. We’ll provide in-depth support to ensure MBEs develop competitive pricing models while maintaining compliance with Federal accounting

standards."

In today’s competitive federal marketplace, MBEs need more than just a seat at the table— they need the knowledge, tools, and strategies to dominate. The Tiger Team provides those critical edge strategies, ensuring FPC members are equipped to take on the challenges of Federal procurement with confidence.
