What Works Insights - Redefining New Norms
Greetings!
October was a monumental month of activity for the MBDA Federal Procurement Center (FPC), marking several pivotal events that helped to advance our mission to empower small, emerging, and minority businesses to win more federal contracts. November closes out with a visit to the University of Virgin Islands as a part of our commitment to advance a new MOU partnership between DoD and MBDA, and stronger collaboration with the PTACs nationwide.
The White House MBDA Federal Procurement Summit filled with continued promise for small, emerging, and Minority owned Business growth in federal contracting. This month's edition is rich with highlights, contract opportunities, and policy awareness issues to react to.

MBDA’s Med Week 2024– From October 23-25 in Atlanta, GA, Med Week celebrated and offers strategic insights and resources to help businesses prepare for international expansion.
The Federal Procurement Center Tiger Team, a specialized task force dedicated to assisting Minority Business Enterprises (MBEs) in winning federal contracts, creating jobs, and expanding their footprint in the government marketplace, is in full operation. This Tiger Team is a collaborative powerhouse, providing executive-level expertise in business development, proposal writing, federal compliance, and marketing strategy. Through this initiative, the Federal Procurement Center, operated by KDM & Associates, LLC, is reinforcing its commitment to fostering economic growth for MBEs, aligning closely with the mission of the U.S. Department of Commerce’s Minority Business Development Agency (MBDA).
Additionally, I had the pleasure of recording a podcast in October with Eric Morrisette, Deputy Under Secretary at MBDA at this year's MED Week. (See the podcast section of our newsletter to watch.) Deputy Under Secretary Morrisette and the MBDA team are working tirelessly to promote collaboration across MBDA centers and Equity Partners. Their dedication is helping to strengthen MBE capacity and drive greater efficiency within our network. And the results of success is continuing to be counted and shouted out leveraging our various media forums.

BHI provides services in the following areas: 1) Call Center Operations, 2) Physical and Cyber Security, 3) Intelligence Support, 4) Administrative Professional Support Services, 5) General Consulting Services, 6) Financial /Budget Consulting Services, and 7) Information Technology.
Tribal 8(a) Organizations have several advantages that are also attractive to their partners. Those advantages include: 1) Up to $25M Federal & Civilian - Native American Tribal 8(a) can be awarded up to $25M for federal & civilian agencies of direct sole source contract without justification or protest. 2) Up to $100M Department of Defense - Native American Tribal 8(a) can be awarded up to $100M for DoD of direct sole source contract without justification or protest. 3) Buy Indian Act Eligible - Authorizes the Department of the Interior to purchase supplies, services and certain kinds of construction while giving preference to qualified Native American vendors (“Indian economic enterprises”). 4) Indian Incentive Program - Congressionally sponsored program that provides a 5% rebate to a prime contractor on the total amount subcontracted to an Indian-Owned Economic Enterprise or Indian Organization in accordance with DFARS Clause 252.226-7001.

The Native 8(a) program, under the Small Business Administration, supports small businesses owned by Native American tribes, Alaska Native Corporations, and Native Hawaiian Organizations. It offers significant advantages to help these businesses thrive in the federal marketplace.

Alaysia Black Hackett is the Chief Diversity and Equity Officer in the Office of the Secretary at the United States Department of Labor. Appointed in the summer of 2022, she leads and provides strategic insight for the Department's internal and external initiatives for interagency diversity, equity, inclusion, and accessibility (DEIA) programs. She serves as the principal advisor and subject matter expert on promoting DEIA into systems that guide the labor market, diversifying the workforce, dismantling historically exclusive systems that perpetuate discrimination in the workplace and embedding equity in the labor field so that all people may feel seen, heard and included.

Up Close” with Eric Morrisette, Deputy Under Secretary, MBDA
Keith Moore, MBDA FPC Operator and CEO of KDM & Associates, talks with Mr. Eric Morrissette is the Deputy Under Secretary of Commerce for Minority Business Development, performing the delegated duties of the Under Secretary. He leads the Minority Business Development Agency in its service of the nation’s nearly 10 million minority business enterprises. After more than 52 years in existence, in 2021, President Biden signed the Minority Business Development Act of 2021, expanding and making permanent MBDA as the United States’ newest federal agency. Mr. Morrissette was appointed to lead the agency on January 12, 2024.

Small Business Contracting: Increasing Small Business Participation on Multiple Award Contracts
Public Input Sought: Proposed expansion of the "Rule of Two" to benefit small businesses. The U.S. Small Business Administration is proposing an expansion of its "Rule of Two" policy, which requires government contracts to be set aside for small businesses when at least two qualified small firms are capable of performing the work.
The new proposal aims to extend this rule to apply to orders off of multiple-award contracts, with certain exceptions. In addition, the SBA is calling for greater involvement from the SBA and agency Offices of Small and Disadvantaged Business Utilization (OSDBUs) in planning new multiple-award contracts. The SBA estimates the proposed changes could potentially funnel an additional $6 billion in contracts annually to small businesses.
Small business owners and interested stakeholders are encouraged to provide feedback on the proposed rule by December 24, 2024.
