In an exciting development for the large Prime Government Contractors community, the Minority Business Development Agency (MBDA) network, and small, emerging, and Minority Business Enterprises (MBEs) across the country, the MBDA Federal Procurement Center (FPC) is officially transitioning its operations to KDM & Associates, LLC. This transition marks a strategic realignment, bringing new leadership, fresh initiatives, and stronger partnerships to better support the escalating demand for shovel-ready, small and emerging businesses to address the Nation’s supply chain requirements. Historical data confirms that small and minority owned businesses have consistently faced barriers to entry in the Federal acquisition sector. As such, the Federal Procurement Center’s suite of Government contracting support services will remain accessible, but with an even greater focus on empowering – through intense capacity building, mentorship, and defined support services to achieve sustainable success.
Walter Cotton III is one of a hand full of dedicated retired services members that are credited with helping the Federal Government increase its level of contracting with Disabled Veteran from $750 Million to more than $19 Billion annually.
In addition to the above contributions, Mr. Cotton also:
• Was the Service Disabled Veteran Owned Small Business Community’s first National spokesperson.
• Held positions as Chairperson of the American Legion’s Small Business Taskforce, the Veteran Service Organization Community’s lead trainer & subject matter expert on SB-to-SB Joint Venturing (i.e., from 2006 to 2010)
• Co-Authored the Contracting Section of the Small Business Jobs & Credit Act of 2010 (Signed into Law on 9/27/2010)
• Acted as the SBA's Office of Veteran Services primary industry source & subject matter expert on complex small business contracting matters (i.e., from 2006 to 2012)
• Is a Board Member & Treasure of the Elite SDVOB Network – and in 2019 he was appointed President of New York Chapter of the Elite SDVOB Network.
• Founded the AbilityToo Network (i.e., an online Contractor Networking & Teaming Resource), and
• Is a Contributing Columnist to leading Veteran and Small Business Publications.
Mr. Cotton is currently Managing Partner of ‘The Cotton Exchange’ (i.e., his consulting and social contracting business units), and is a sought-after Subject Matter Expert by Agencies, Trade Associations, Major Prime Contractors & Veteran Business Owners.
