Description

The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N25B0008 to meet the requirements of the Columbia River Non-Routine Clamshell Maintenance Dredging project 2024. This dredging project includes work at Old Mouth Cowlitz, WA (CWM), Port of Longview, WA (POL), and Chinook, WA (CHK). This project is being solicited late in the calendar year to address critical dredging needs which are intended to prevent draft restrictions through the winter season.

The contractor shall furnish a suitable floating clamshell dredge and scow(s), as well as support equipment to perform all work required to remove the specified materials from within the dredging pay area limits.  The in-water work windows (IWWW) for the projects are as follows: CWM is 1 September 2024 to 1 December 2024, for POL is 1 November to 31 December, and for CHK is 1 August 2024 to 15 December 2024.  Water quality monitoring will be required in accordance with the current water quality certificates. USACE is currently seeking a variance for the IWWW at CWM and CHK to extend to 31 January.

Approximately 12,000 cubic yards of non-routine maintenance dredging at CWM will be included as mandatory line items, with optional line items for a total of approximately 33,000 cubic yards between POL and CHK. Optional line items will be awarded based on availability of funding.

The final solicitation will be available for download on or about 24 Oct 2024 with bids due 30 days after advertisement.  The period of performance will commence at NTP, estimated to be on or around 1 December 2024, and would end at the IWWW for each project, not to exceed 31 January 2025, pending approval of IWWW extension.

This procurement is anticipated to be solicited as a small business set-aside. The NAICS code for this procurement is 237990, Dredging and Surface Cleanup Activities. The small business size standard is $37 million. The magnitude of construction is between $1,000,000 and $5,000,000.
